Summary/Description:
To coordinate and supervise financial and administrative operations and functions of the Texas Offenders Reentry Initiative (T.O.R.I.) reentry project. The Fiscal Manager will be responsible for managing the overall budgetary requirements including but not limited to funds reconciliation, disbursement, and any and all fiduciary obligations associated with following standard accounting operation and procedures and assist with ensuring compliance with grant’s programmatic requirements. This position is also responsible for sub-contractors invoices and payments.

Reports To: Executive Director

Responsibilities

  • Provide budget management
  • Plan, implement, administer, coordinate, monitor and evaluate the specific activities of all assigned financial and administrative functions.
  • Develop and modify policies/procedures/systems in accordance with organizational needs and objectives, as well as government regulations
  • Prepare summary spreadsheets and financial reports
  • Verify issuance of checks
  • Initiate draw downs
  • Monitor budget to actual expenditures, perform various budget analyses, calculate budget adjustments caused by revised projections, and the like.
  • Interface regularly with the organization’s Accounting Department
  • Confer regularly with the Executive Director and other staff to plan, coordinate and evaluate activities/projects/systems/policies, exchange information, investigate and resolve problems, provide technical advice and assistance.
  • Complete audits
  • Meet financial objectives by forecasting requirements; scheduling expenditures; analyzing variances; initiating corrective actions.
  • Data entry and Filing
  • Perform additional duties as assigned

 

Minimum Requirements

  • Bachelor’s degree from an accredited college or university preferred with major course work in public or business administration, government, accounting, and finance or equivalent administrative work experience in budgeting, accounting, fiscal control and analysis, or comparable fields.
  • Previous Grants Management Preferred
  • Skills in tracking budget expenses and process improvement
  • Ability to analyze budgets and technical reports; interpret and evaluate staff reports; stay current with pertinent laws, regulations, and guidelines
  • Principles and modern methods of public and business administration with special reference to organization, and fiscal budget.
  • Establish and maintain effective working relationships with those contacted in performance of required duties.
